Citadines is a serviced-apartment brand, and that is the important difference from Panorama across town. You still get a kitchen and apartment space, but it runs to hotel standards: a front desk, daily housekeeping, and consistency between units rather than whatever a particular owner furnished.
The address, 62 Tran Phu, puts it on the seafront strip with the sand a few dozen metres away. So you get all three of the things you usually have to pick two of: a central position, your own kitchen, and dependable service.
The kitchen only earns its keep over a longer stay. For a family of five to seven nights, handling breakfast and snacks saves real money against eating out three times a day, and helps a great deal when a small child eats on its own schedule. For two nights you are paying for something you will not use.
The trade is the usual Tran Phu one: the beach out front is public, busy and worked by hawkers. Private sand and quiet mean going down to Bai Dai, and paying for it with forty to fifty minutes each way into town.
