Libra sits at 14 Hung Vuong, in the backpacker quarter rather than on the seafront. That swaps one thing for another: no bay view, but restaurants, street cafés, motorbike hire and island-tour desks are all within a few dozen metres of the door.
Tran Phu beach is about three minutes' walk, so what you give up is the view from the room, which you barely use if you are out from morning to night. For a trip that moves, this is the sensible way to spend.
Do this first
The real trade here is noise: Hung Vuong and the streets around it run late, being where the eating and drinking happens. If you sleep lightly, ask for a high floor away from the street when you book, not at check-in.
It is also the easiest quarter for buying tours: the desks sit side by side, so ten minutes of asking three or four gives you the going rate, the same four-island tour can differ by as much as 30% between them.
